The Parks and Outdoor Recreation department has installed signs at a number of leisure trails indicating if it is considered a dog off-leash or on-leash area. The signs will help educate and assist users in understanding when they are entering or exiting these areas, allowing everyone to take the required actions.

Pet owners are reminded that they are always responsible for promptly picking up any waste and ensuring that dogs are under their control at all times, regardless of whether they are on or off-leash.

At this time, signs have been installed at major trail heads indicating that dogs are allowed off-leash. A complete map of off-leash areas can be found on the Parks and Outdoor Recreation section of the City website.

City of Medicine Hat staff working in Echo Dale Regional Park this week have spotted what appears to be a cougar, in the vicinity. This is not uncommon as many areas of Alberta report cougar sightings each year.

Signs will be posted at the Park warning the public of the sighting.

Some safety tips to remember if you spot or encounter a cougar anywhere in your travels:

  • Do not run or turn your back.
  • Cougars are most active at dusk and dawn.
  • If the cougar appears to be unaware of your presence, gather children and pets in close, slowly and cautiously back away and leave the area.
  • If the cougar spots you keep eye contact as you slowly back away to safety.
  • Pick up or remain holding small children.
  • Look larger than life.  Raise your arms above your head to make yourself look larger than normal. This may help to intimidate the cougar. You may also want to throw rocks and yell at it. Aggression will often scare it off.
  • Report the sighting to the local Fish and Wildlife Office at 403. 529.3680

The fifth annual Medicine Hat’s Vital Signs will be made public on October 4, 2011, but the Community Foundation needs to hear what Hatters think of their city first.

Each year the Community Foundation publishes Vital Signs which looks at various components of life in Medicine Hat including Health & Wellness, Housing, Learning and Safety to name a few.

Residents are asked to go online to http://app.fluidsurveys.com/s/MHVitalSigns-2011/ and give their opinion on selected statements. These responses will be collected anonymously and collated in order to give a final grade, which will be published in the October publication. Residents have until Friday, August 26 to complete the survey.

We encourage all “Hatters” to participate in the survey and have their opinions heard.

Important note to media: the content of the survey is embargoed for publication until October 4, 2011.

Medicine Hat Stampede & ExhibitionThis weekend is usually associated with the largest amount of traffic heading to the Medicine Hat Stampede & Exhibition, even if it has been “officially” opened for two days now. I am grateful, for one, that most of the events are mirrored from Wednesday/Thursdays to  Friday/Saturday for us that have to work. Even so, no matter when you head out, or if you already have, the exhibition to most is about the rides, the games, food, live performances, shopping, animals and most importantly, the fun – which you can experience any time during the annual 4 day extravaganza.

Also, I love the coin pusher games. So satisfying.

Residents are advised that all Utility statements from the past two weeks have been mailed and should be received in the next few days. All vendor cheques that were not picked up during the postal strike have also been mailed.

Anyone still needing to pay their taxes should be aware that in accordance with the Municipal Government Act, property taxes will be considered paid if received at City Hall by 4:30 p.m. on June 30, as well as postmarked by Canada Post or processed by a financial institution on June 30.

Engineering, project management firms selected for unique project

City Council passed a motion regarding the selection of vendors for engineering and project management of the City’s concentrating solar thermal energy project at their Council meeting on Monday, June 20.

The decisions mark one of the first steps in the project, which will produce energy mined from the sun’s rays, converted into steam, and then connected to the City’s existing electrical generation system. It will produce approximately one megawatt of electricity. The project is the first of its kind in Canada.

International company Worley Parsons was selected as the engineering firm. Cascade Management of Saskatoon was chosen to handle project management.

“There are many steps to go to bring this project to fruition, however, these firms are experienced and specialized, making us confident they will guide the City successfully through the process,” said Gerry Labas, Chief Operating Officer of the City of Medicine Hat’s Energy Division.

Worley Parsons has experience handling these types of initiatives, including working with the Martin Next Generation Solar Energy Center in Florida, which is one of the few worldwide that connects the technology with a gas-fired power plant, as will be the case in Medicine Hat.

Project management firm Cascade Management has experience with the City of Medicine Hat’s electrical generation system as they oversaw the purchase and installation of the LM6000 electric generators to the City’s power plant. The firm also assisted with funding applications and project plans for the City’s solar thermal initiative during the research and approval phases.

The concentrating solar thermal project was announced in November 2010 as a partnership between the City of Medicine Hat, the Government of Alberta and Climate Change and Emissions Management Corporation (CCEMC). Each partner contributed $3 million to the $9 million project.

As most of you know, the Canada Post is now in “lockout” mode, which is kind of like a reverse-strike; essentially, the employers are stopping the employees from working. Previously, Canada Post workers were on a “rotating strike” which meant packages and mail were still getting through on a semi-regular schedule, save for one day where each province would take their turn at striking.

In a lockout, no mail is delivered. But wait! Hope is not lost. According to a couple posts on the Medicine Hat News Facebook Page, one employee, Donny Taylor, has stated that he, and a couple others from the local offices of Canada Post are still delivering. This is both good and bad news. The good news is that cheques are still being delivered in this volunteer-mode; however, the bad news is this only effects cheques. That means you are still out of luck for packages and other pieces of mail.

The last Canada Post strike was in 1997 and lasted two weeks. Although this isn’t technically a strike anymore, I personally hope it still only lasts a couple weeks before some headway is made. Others though, are indifferent of the situation. In the age of email, online banking, online payments/bills, digital services – traditional mail is becoming less relevant. Unfortunately, I am still waiting for video games to be shipped, and I need my fix!
